Blinding Mist

Description

Creates a wall of fog in a 5 x 3 area, inflicting Blind on players or monsters and making attacks more difficult. Ranged attacks and magic cast on targets within the area have reduced damage and an increased chance to miss. In normal fields, the effect applies only to monsters, while in PvP zones it also applies to players.
